STATUS : BILL WAS SIGNED INTO LAW BY THE GOVERNOR ON 3/18 AND GOES INTO EFFECT ON 7/1/24

This legislation adds a new chapter to Idaho Code and would direct the Idaho State Department of Agriculture to seek funding for and carryout grazing improvement projects statewide through the Grazing Board Central Committee. You can read full bill text HERE.

Background: H0468 enacts the ability for Idaho’s State Department of Agriculture to collaborate with the Grazing Advisory Board, in an effort to source funding for rangeland improvement projects. Funds for said projects would come from the rangeland improvement account (to be established as part of the act), other undistributed funds, or a combination there of. The rangeland improvement account would consist of moneys received by the state from a variety of sources including grants, fees, or appropriations, both state & federal, as well as other grants from private foundations. Rangeland projects can often be costly and it is cumbersome to navigate requirements imposed by sources of funding. With the assistance of ISDA, operators and those seeking to perform improvements (including the promotion of multiple use management) have resources to simplify the process.

Why is this important to cattle producers in Idaho?

Idaho’s public lands constitute approx. 66% of the state and as part of multiple use, livestock grazing is a vital element of maintaining these lands. Additionally, many livestock operators utilize private lands, and in both cases, optimization of these lands for a multitude of projects including watershed development, noxious weed management, control of predatory/depredating species, and improvement of general welfare of livestock stand to support not only livestock operations, but the wildlife and citizens of Idaho.

Does ICA support this proposed bill?

Yes. We have member driven resolution which states that ICA supports the development of state legislation which would establish a Grazing Improvement Fund to be used to coordinate across land ownership types to facilitate range improvement projects and provide for continued grazing use of Idaho’s lands.

This proposed legislation has passed both bodies of the Idaho State Legislature and is awaiting signature of the Governor.
