This legislation would amend existing Idaho code to provide for compensation and a procedure as it relates to payments by the Wolf Depredation Control Board. You can read full bill text HERE.

Background: This legislation would give the Wolf Depredation Control Board authority to remit compensation to producers with livestock losses due to wolves, establishing a state channel of funding for affected operators. Currently, Office of Species Conservation has the spending authority for funding received through federal channels. Additionally, the proposed bill would establish a procedure for calculation, as well as a deadline for producers to report losses. At present, to receive funding through OSC, a confirmation is required by APHIS Wildlife Services in order for a producer to receive reimbursement. The proposed legislation in H0612 would require that producers report losses by the end of the year to be calculated using the historical loss data which will be compiled by ISDA. Since the re-introduction of wolves in 1995, cattle producers in various areas of the state have been affected by loss of livestock due to wolves and the issue has dramatically increased in recent years. The State of Idaho has statute that mandates the population of wolves must be maintained at a minimum level, but recent figures indicate the actual population is significantly higher and in early 2023, Idaho Fish & Game Commission released a management plan for the population of wolves in Idaho. Conflicts with livestock continue to be a concern for producers, as presence of apex predators can significantly impact a producer’s income, perceived future income and overall herd health due to stress.

Why is this important to cattle producers in Idaho?

Conflicts between wolves & livestock have been rising steadily in recent years. The current stream of funding available for depredations, depends on a confirmation and this is many times not possible due to a variety of reasons. Additionally, said funding is ‘as available’ through federal channels.

Does ICA support this proposed bill?

Yes. ICA has member policy strongly supporting the Wolf Depredation Control Board, as well as seeking funding to continue WDCB work, as well as provide payments to producers for verified losses.
